Commander is where Kalitas, Bloodchief of Ghet is most at home — eight mana is a real ask in 1v1 formats, but in a four-player game you regularly hit that threshold, and stealing a single creature from any of three opponents can flip the board state. In Legacy and Vintage, it's legal but never played; the rate is too slow against decks ending the game on turns one through three. Modern has the same problem — a seven-mana creature that doesn't immediately win the game isn't competing with what that format demands.
