In Commander, Kaito's Pursuit scales with the number of opponents — three targets means up to nine cards milled and up to three manifest dread triggers, which can snowball into real permanents on your side of the board. Outside Commander, the three-opponent math collapses to one, and two mana for three cards milled plus one manifest is too low-impact for Constructed formats like Modern or Pioneer where the mill deck wants consistent volume. Pauper is the exception worth watching: instant speed and a body-generating effect at common rarity give Kaito's Pursuit a niche in any Pauper shell that can exploit face-down creatures.
