Kabira Vindicator enters as a 2/3 and grows every time you play a Plains, turning a reliable land drop into a permanent pump that scales across the whole game. In Commander, Kabira Vindicator is a reliable role-player in any mono-white or heavily white deck — 40-land builds and Plains-heavy mana bases mean it routinely ends up as a 5/6 or larger without any dedicated support. Modern and Legacy both have access to it, but a 2/3 for two that requires basic Plains to grow is too slow against the threats those formats present on turns one and two, so it sees essentially no play there. Vintage has the same problem at a more extreme scale. Oathbreaker mirrors Commander closely enough that the same white-heavy shells that want it in Commander want it there too.
