In Commander, Jushi Apprentice // Tomoya the Revealer earns its slot in spell-heavy blue decks that naturally hold large hands — once flipped, Tomoya converts mana into draws at a rate that compounds quickly over a long game. In Legacy and Vintage, it's outclassed by faster draw engines, but a dedicated Magus-of-the-Future-style build could theoretically exploit the flip condition. Modern sees it as fringe at best; the two-turn setup and reliance on a full grip are too slow for a format that ends by turn four. It's legal in Oathbreaker, where the smaller life totals and focused game plans make the flip condition harder to achieve before the game is already decided — Commander remains its best home by a wide margin.
