Jukai Preserver enters and puts a +1/+1 counter on each creature you control — that's immediate, board-wide impact for a four-mana 3/3. Evolution Witness stapled onto a body is the honest read: the recursion clause is real upside, but the enter trigger alone justifies the slot in counters decks.

In Commander, Jukai Preserver is a consistent role-player in any green deck that cares about +1/+1 counters — the enter trigger scales with board size, and the recursion text means it's rarely dead in the late game. Pauper is where it sees the most non-Commander action: green creature toolbox decks value the body and the incidental counter distribution at common rarity. In Modern and Pioneer the four-mana slot is too contested for a creature this fair, and Legacy has no room for it. Jukai Preserver is essentially a Commander and Pauper card wearing formats it can legally enter.

$0.10 bulk tier
At $0.10, Jukai Preserver is deep bulk — you'll find copies in any dollar bin or thrown into a trade as filler. Bulk rares with niche Commander demand don't typically climb unless a new commander breaks the card wide open, so treat it as a cheap pickup and nothing more.
