Jukai Messenger enters the battlefield and immediately puts a +1/+1 counter on each creature you control with a +1/+1 counter on it — doubling your existing counters across the board for two mana. The cost is that it asks you to already be set up, so in a cold hand it's a 2/2 for two with no effect; in a live counters deck, it's a bomb.

In Commander, Jukai Messenger slots cleanly into any Simic or Sultai counters build — commanders like Vorinclex, Monstrous Raider or Zaxara, the Exemplary already flood the board with counters, and Messenger turns a developed board into something that demands an immediate answer. Pauper is where the card punches above its weight class most: common-legal doubling effects are scarce, and a two-mana version that scales with your board is legitimately powerful in Stompy shells. In Legacy and Vintage it's too narrow and too slow to matter — those formats answer a 2/2 for two without blinking.
