In Legacy and Vintage, where it's technically legal, it sees zero play; the power floor for those formats is too high for a 1/1 that asks you to attack before delivering its second trigger. Oathbreaker is the one other format worth mentioning, since planeswalker-loyalty proliferate strategies translate directly there, and Jubilant Mascot's low mana cost fits the compressed game plan.
