Jubilant Mascot is a Commander card through and through — proliferate synergies, +1/+1 counter engines, and superfriends builds are where it earns its slot, and those archetypes thrive in the 100-card singleton format. In Legacy and Vintage, where it's technically legal, it sees zero play; the power floor for those formats is too high for a 1/1 that asks you to attack before delivering its second trigger. Oathbreaker is the one other format worth mentioning, since planeswalker-loyalty proliferate strategies translate directly there, and Jubilant Mascot's low mana cost fits the compressed game plan. Outside of counter-focused Commander decks, this card doesn't have a home.
