Joust trades a creature in combat at sorcery speed while giving your attacker a temporary power bump — conditional removal stapled to a combat trick, costing two mana. It's too narrow for most Commander lists, where unconditional removal like Swords to Plowshares or even Generous Gift does the job without demanding an open attack step.

In Commander, Joust competes in a removal slot where the bar is high and the pool is deep — it only fires when you're attacking, which means a patient opponent simply doesn't block and the card sits dead. In Legacy, Modern, and Pioneer it's similarly outclassed by cheaper, unconditional interaction, and no competitive list has a reason to run it. Oathbreaker mirrors Commander's environment closely enough that the same critique applies. Joust isn't unplayable in a vacuum, but in every format where it's legal, better options exist at the same cost or less.
