Joraga Bard gives every Elf you control vigilance and untaps your whole team whenever an Elf enters — on a five-mana 2/2 body that does nothing the turn it arrives. The payoff is real in a dedicated Elf swarm, but the cost is steep enough that most lists will find a faster, cheaper effect and leave the Bard on the bench.

In Commander, Joraga Bard earns its slot exactly once: in an Elf tribal deck that goes wide fast, where the mass-untap trigger turns a board of mana dorks into an unexpected combat threat or enables a second wave of tap activations. Outside of Elf tribal, five mana for a fragile creature with no immediate board impact is a hard sell at any table. In Pauper the vigilance grant is marginal and the untap trigger is too slow for the format's pace, so it sees virtually no play there either. Legacy and Vintage have no interest — five-mana do-nothing creatures don't exist in those formats. The Bard lives and dies in Commander Elf tribal, and even there it competes hard for the five-drop slot.
