In Commander, Joint Assault is a niche combat trick that shines in go-wide or partner-heavy aggressive builds — anywhere you regularly attack with multiple creatures and need a blowout blocker or a shove across the finish line. Pauper is where Joint Assault sees the most serious play, given the format's creature-combat focus and the premium on efficient pump spells. In Legacy and Vintage it exists legally but won't make a list; the formats move too fast for a two-creature requirement. Modern has better options at the same cost. If you're in Commander and your deck attacks with two creatures regularly enough to count on both targets, it earns consideration — otherwise it's too situational to justify a slot.
