Join Forces is a Commander card through and through — the multiplayer table is the entire design, and in a one-on-one format it collapses into a symmetrical effect where your opponent simply pays or doesn't and the tension evaporates. In Legacy, Modern, and Pioneer it's technically legal but sees no meaningful play; competitive formats want deterministic, opponent-independent effects, and Join Forces is neither. Oathbreaker inherits the multiplayer dynamic but smaller pod sizes thin out the political upside. Stick to Commander, where three opponents mean three separate decisions and the math almost always breaks in your favor.
