Commander is where Jiwari, the Earth Aflame lives — the format's longer games and higher mana totals make the repeated activation cost feel reasonable, and wiping tokens or small utility creatures turn after turn is a real strategic lever. In slower or token-heavy metas, it pulls serious weight as both a threat and a control piece. Legacy and Vintage are legal on paper, but a six-mana legendary creature with a tap-and-pay ability competes against formats that kill on turn one or two — it never sees play there. Modern is similarly hostile; the format moves too fast for this style of midrange attrition. Oathbreaker is the one non-Commander 60-card format where it could plausibly show up, particularly as a signature spell target in a big-red shell, though it's rare.
