In Commander, Jeweled Torque is a reliable role-player in any deck with two or more colors — the condition is almost always trivially met, making this a one-mana rock that taps for exactly the color you need. It's not Sol Ring, but it fills a different role: fixing over acceleration, which is often the more pressing need in greedy multicolor builds. In Legacy and Vintage, the competition is brutal — Mox Diamond, Chrome Mox, and actual Moxen exist, and Jeweled Torque's single-mana, tap-for-one output doesn't make the cut in formats where speed is everything. Oathbreaker benefits for the same reason Commander does: a two-color Planeswalker commander means Torque is a reliable fixer from turn one at minimal cost.
