Jeskai Windscout is a 2/3 flier with prowess for three mana — the body is fine, the keyword is relevant, but three mana for a vanilla-sized evasive creature with a conditional upside rarely makes the cut in competitive formats. It does exactly what it says on the tin, and that's the problem: there's almost always a better option at this slot.

Jeskai Windscout is a pauper-legal common, and that's the one format where it gets a serious look — prowess creatures are a real axis of attack in Pauper, though even there it competes with cheaper, faster options. In Commander, a 2/3 flier for three with no enters-the-battlefield effect and no lasting board impact is well below the power threshold; 100-card singleton formats demand more. Modern and Pioneer have long since moved on to creatures that either cost less or do significantly more, so Jeskai Windscout sees no meaningful play in either. Legacy and Vintage have no use for it whatsoever.
