Commander is the natural home for Jeskai Infiltrator — 27% of The Celestial Toymaker decks run it, and manifest-matters shells elsewhere are happy to have a repeatable, evasive source of face-down cards. In Modern and Pioneer it's legal but largely ignored; a 2/3 unblockable for three mana is fine, but the manifest trigger is too slow and conditional to compete with those formats' linear threats.
