Javelin of Lightning deals 3 damage to any target for zero mana — as long as you discard it from a hand of seven or more cards. The cost is real, but in spellslinger and wheel-heavy Commander builds that regularly flood their hand, it's a free Lightning Bolt stapled to your discard step.

In Pauper it's technically viable but competing against more reliable commons for limited slots.
