Commander is the only format where Jarad's Orders is genuinely sought after. The four-mana cost is too slow and too narrow for Legacy, Modern, or Pioneer, where unconditional tutors exist at lower cost and creature-in-graveyard payoffs rarely demand a dedicated setup spell. In Oathbreaker the effect is playable in the right shell but the format's smaller game count limits how often it appears. Jarad's Orders is a Commander card through and through — it exists to power engines that need creatures in two zones simultaneously, and those engines almost exclusively live in the 100-card format.
