Jandor's Ring lets you look at the top card of your library and swap it with the card in your hand whenever you want — but it costs four mana to cast and two mana each time you activate it, which is an enormous tax for an effect that doesn't actually draw you a card. Skip it; there are dozens of cheaper, cleaner card-selection pieces in every blue or colorless shell.

Jandor's Ring is legal in Commander, Legacy, Vintage, and Oathbreaker, but legal and playable are different things. In Commander, the four-mana entry cost plus a two-mana activation to exchange — not draw — a single card is far too slow and inefficient when the format is full of one- and two-mana cantrips and repeatable draw engines. Legacy and Vintage have no reason to look at it either; those formats demand card advantage that actually advances the board state, and Jandor's Ring does not. It exists as a curiosity from an early era of the game, not as a functional piece of any competitive or tuned list.
