Jade Orb of Dragonkind is a Commander card through and through — the Dragon tribal synergy only pays off in a format where you can build around a theme and games go long enough to cast multiple big creatures. In Legacy and Vintage it's legal but irrelevant; no competitive shell there wants a three-mana artifact that conditionally grants haste to a creature type that doesn't define those formats. Pauper legality is technically on the books, but Dragon density at common is thin enough that the haste rider rarely fires. Oathbreaker could theoretically support a Dragon-themed build, but the smaller deck size and faster games make this a marginal include at best.
