In Commander, Jade Bearer earns a slot only in dedicated Merfolk tribal decks that care specifically about +1/+1 counters — think Kumena, Tyrant of Orazca shells that want to tap cheap creatures for value. Everywhere else, a 1/1 that hands out a single counter once and does nothing else is below the power floor. In Pauper, tribal synergy decks occasionally want the cheapest possible one-drop to hit the curve, but Jade Bearer competes poorly even there against Merfolk with ongoing or evasive upside. Legacy, Modern, and Pioneer Merfolk decks have no interest — the tempo and power demands of those formats leave a vanilla-statted ETB-trigger creature on the sidelines.
