In Commander, Izzet Staticaster earns its slot as a persistent answer to token swarms and x/1 utility creatures — the kind of incidental hate that taxes aristocrats and elf-ball strategies all game. In Legacy and Vintage, the card is legal but never sees play; the format's threats laugh at 1 damage, and three mana for a fragile creature that can't kill anything relevant is not a transaction those formats accept.
