Izzet Keyrune gives you a mana rock that can become a 2/1 first-strike, card-draw creature in a pinch — but three mana for that baseline is the problem. Cheaper rocks do the ramp job better, and the creature mode rarely justifies the slot outside of dedicated spellslinger lists that want the blue/red pip density.

Izzet Keyrune sees virtually no play in competitive formats — Legacy, Vintage, and Modern all have far better mana acceleration, and the creature mode is irrelevant at those speeds. In Pioneer the same logic applies; three-mana rocks simply don't make the cut when the format moves faster. Commander is the only home where Izzet Keyrune is even worth discussing, and there it competes in a crowded field of two-mana rocks that do the same job a turn earlier.
