Izzet Cluestone is a three-mana rock that taps for one blue or red and can sacrifice itself to draw a card — useful when you've hit your land drops and need to convert dead mana into gas. The tap-to-draw clause keeps it from being pure bulk, but three mana for one mana of production is a bad rate in any competitive context.

Izzet Cluestone sees essentially no play outside Commander, where the bar for three-mana rocks is already low and falling. In Commander it scrapes into budget Izzet builds that need the color fixing and don't have access to Arcane Signet or Talisman of Creativity, but even there it's a last-resort inclusion. Pauper is the only other format where it's technically legal and occasionally relevant, since the card pool is constrained enough that the sacrifice-to-draw clause has marginal value. In Legacy, Vintage, Modern, and Pioneer, faster and more efficient rocks make Izzet Cluestone invisible.
