Commander is the only format where Ixalli's Keeper earns a slot, and only in dedicated Dinosaur tribal builds — the token generation and anthem effect compound quickly when you already have five Dinosaurs in play. In Pauper, the common print keeps it legal, but the effect is too narrow for any meaningful shell there. Modern, Pioneer, Legacy, and Vintage have no Dinosaur critical mass worth supporting, and the 1/1 body does nothing independently in those faster formats.
