Ivy Seer trades a tapped creature for a Scry 2, which is a bad deal in most shells — card selection at that tempo cost is only worth it when you're already winning on board. Run it only in dedicated tap-synergy decks where the activation is essentially free.

Commander is the only realistic home for Ivy Seer, and even there the bar is high — you need a commander that floods the board with creatures and benefits from repeated tapping, like Kumena, Tyrant of Orazca or Edric, Spymaster of Trest. Legacy and Vintage are legal but irrelevant; no competitive deck there wants Scry 2 stapled to a 1/2 for two mana. The card does nothing in isolation, so any fair midrange or goodstuff Commander list should skip it entirely in favor of unconditional draw.
