Ivory Cup is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but legal doesn't mean playable. In Legacy and Vintage, the card is simply too slow and too low-impact to compete with the density of powerful options available. Modern has moved so far beyond one-life-per-spell payoffs that Ivory Cup wouldn't see a sideboard, let alone a main deck. Commander is the only format where its multiplayer trigger — firing off every white spell any opponent casts — could theoretically accumulate, but 40 starting life makes incremental life gain a luxury, not a strategy, and a tap cost on top of the activation makes it worse than doing nothing most turns.
