Iron Will gives a creature +0/+4 and protection from black until end of turn for a single white mana — that's a meaningful defensive swing that can save a key creature, blow out a combat, or bait a counterspell. It sees almost no competitive play because one-shot toughness buffs don't generate card advantage, and every format that runs white has better options.

Iron Will is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but the only place it sees any real play is Pauper, where the common-card restriction narrows the protection suite and a one-mana combat trick has more relative value. In Commander the card is simply too narrow — trading a card and a mana for a single creature's survival for one turn is a poor exchange in a four-player game where card advantage is everything. Legacy and Vintage have access to far more efficient protection spells, so Iron Will never registers there.
