In Commander, Iron Bully is a niche inclusion in dedicated +1/+1 counter decks — commanders like Hamza, Guardian of Arashin or Kathril, Aspect Warper that care about counters on multiple creatures will extract the most from the triggered distribution. Pauper is the format where Iron Bully is most at home, slotting into Azorius or Selesnya counter-based aggressive shells that need cheap, redundant counter enablers at common. In Modern and Pioneer, the card is simply outclassed — there are too many two-mana creatures that offer more than a 2/2 and one counter for three mana. Legacy and Vintage don't give it a second look.
