Ire Shaman hits the board as a 2/1 with menace, and when it dies you exile the top card of your library and get to cast it until end of turn — repeatable card advantage stapled to a cheap recursive threat. The cost is real: Missy needs to be cast from the graveyard to trigger the exile, so the engine doesn't run without a way to feed it back in.

In Commander, Ire Shaman finds its home in Goblin tribal decks and sacrifice loops where recurring cheap creatures is already the gameplan — the free cast off the top turns every death into a potential spell. Constructed formats like Modern and Pioneer have largely ignored it; two mana for a 2/1 with a conditional ETB-on-recursion isn't competitive tempo. Legacy and Vintage don't want it either — the card pools there offer far more efficient card advantage engines. Ire Shaman is a Commander card through and through, and even there it occupies a narrow niche.
