In Commander, Intrepid Provisioner is a role-player in dedicated Human tribal decks — it does nothing outside that tribe, but inside it, the cumulative buff across a full board develop turn can represent three or four power added for free. Pauper is where the card has the most practical upside outside Commander, since commons-legal Human aggro lists can exploit the effect at common density without competing against pushed rares. In Modern and Pioneer, the four-mana slot is brutally contested, and Intrepid Provisioner's stats don't justify the cost against the removal density in those formats. Legacy and Vintage simply have no interest.
