Intervention Pact stops a lethal attack for zero mana and gains you life equal to the damage prevented — the catch is you pay the mana cost on your next upkeep or you lose the game. In practice it's a panic button best suited to shells that can guarantee payment, and it earns its slot most cleanly as a tool to survive Wheel of Misfortune blowouts or combat ambushes you didn't see coming.

Commander is the only format where Intervention Pact sees meaningful play, and even there it's a niche include. The free prevention effect is genuinely powerful in multiplayer, where a surprise lethal swing from any of three opponents is a real threat and having a zero-mana answer at instant speed can swing the game. In Legacy and Vintage it's legal but effectively absent from competitive lists — white has better zero-mana interaction and combo decks don't need life gain of this kind. Intervention Pact is a Commander card through and through.

Cheaper options that do most of the same work
Intervention Pact's closest budget analogue is Darkness or Fog effects — Fog itself costs a cent and stops combat damage entirely, with no upkeep payment required and no game-loss risk. The trade-off is that Fog doesn't gain you life and costs one mana, so it can't rescue you when you're tapped out; Intervention Pact's zero-cost floor is the entire reason to run it over a plain fog effect.
