Innocent Bystander is a one-mana 1/1 that grows a Sheep token whenever an opponent casts a noncreature spell — passive board presence that scales directly with how much interaction your opponents throw around. The effect is real in spell-dense metas, but a 1/1 body and token-generation speed that depends entirely on opponents keeps this squarely in niche territory.

In Commander, Innocent Bystander rewards you for sitting across from control and combo players who burn through noncreature spells — every counterspell, draw spell, or tutor an opponent casts hands you a free body. Outside of dedicated token or lifegain strategies that can capitalize on the accumulating Sheep, it rarely justifies a slot over cards that generate value on your own terms. In competitive 60-card formats like Modern and Pioneer, a 1/1 for one that requires opponents to cooperate is simply too slow and too conditional to matter. Pauper is its most plausible competitive home, where common-slot token generators get real consideration, but even there Innocent Bystander competes against more proactive one-drops.
