In Commander, Ink Dissolver earns its slot in Wizard-tribal or mill-focused decks, where the passive trigger fires repeatedly and three cards per opponent scales to twelve milled across a table. Outside of that niche, a 1/3 for two mana with no other text is too narrow to justify a slot. In Pauper, the common print makes it accessible, but the mill payoff is marginal in a two-player format without tribal support. Legacy and Vintage have no interest in Ink Dissolver — the effect is too slow and the body too small to register in those environments.
