Ingenious Smith is a Commander card through and through — the format's longer games and artifact-centric commanders give it room to accumulate counters and pay off the card selection repeatedly. In Modern and Legacy, a two-mana 1/1 that looks at four cards once is too slow and too small against the format's threats, and the growth payoff never materializes in a game that ends on turn three or four. Pioneer sits in the same camp: the power floor is too low for a format that punishes do-nothing bodies.
