Ingenious Mastery is a Commander card through and through — the format's multiplayer nature means opponents are constantly filling exile zones with fetchlands, Rhystic Study triggers, and removal targets, so the X=3 threshold is genuinely easy to hit. In competitive EDH it's a fringe inclusion, too slow and conditional against optimized piles that don't exile much incidentally. In Modern and Pioneer the card sees essentially no play; paying three mana for a conditional draw-three at sorcery speed is uncompetitive when you control how much exile exists, which in those formats is often very little unless you're building around it deliberately. Legacy and Vintage have access to better card advantage at lower costs, so Ingenious Mastery doesn't crack those formats either.
