Information Dealer is a Commander card through and through — the Wizard tribal density required to make free topdeck manipulation worth a card slot exists almost nowhere else. In Pauper it's legal but competes with more proactive commons and rarely makes the cut outside dedicated Wizard brews. Legacy and Vintage have access to far more broken library manipulation, so Information Dealer doesn't register. Commander is where the card lives: redundant Wizards are plentiful, games go long enough for incremental topdeck control to compound, and the political value of knowing exactly what's coming is real.
