In Commander, Infested Roothold occupies a narrow but functional niche: landfall-heavy or token-aristocrats decks that need a low-cost, repeatable engine and don't mind the defender clause on the output. In Legacy and Vintage it is theoretically legal but competes with formats full of fast interaction and combo, where a five-mana enchantment that produces 1/1 defenders is nowhere near the power bar.
