In Commander, Induce Paranoia is a role-player, not a staple — it belongs in dedicated mill decks where the bonus mill is material, and nowhere else. Legacy, Vintage, and Modern have counterspells that trade at one or two mana for hard stops with no conditions attached, so Induce Paranoia never sees play in those formats despite being legal.
