In Commander, Incriminate earns its slot in sacrifice-matters and reanimator shells that want cheap interaction without spending two or three mana — the one-mana floor keeps it from clogging a curve and the instant speed means it answers threats on the way in. In Pauper, where one-mana black interaction is at a premium and creature matchups are common, Incriminate is a legitimate sideboard option against midrange boards.
