Incite Rebellion makes every opponent create a 1/1 for each creature they control, then forces those tokens to attack — on a board where someone is running a Avenger of Zendikar or Tokens deck, that's a lethal blowback waiting to happen, and it costs six mana to pull off. It's a glass cannon: spectacular when it hits the right board state, dead weight when your opponents are running creature-light control.

Incite Rebellion is a Commander card through and through — the chaos of multiplayer boards, where at least one opponent will have a creature-heavy setup, is exactly what it needs to generate value. In a four-player game, you're creating tokens for three opponents and swinging them into each other, which can erase entire boards without you lifting a combat step. Legacy and Vintage are both legal, but six mana at sorcery speed in those formats might as well read 'unplayable' — fast interaction and low curves make this a non-starter in 1v1 competitive. Oathbreaker is the one other format where it has a shot, again purely on the strength of multiplayer dynamics.
