In Commander, Incendiary Oracle rewards the abundance of extra-draw effects the format encourages — every Wheel of Fortune effect, every Rhystic Study trigger pings all three opponents simultaneously, and the damage stacks faster than it looks across a long game. In Pauper, where common-legal card draw is plentiful and every point of damage matters, it fits naturally into red-based draw-go or storm shells. Modern and Pioneer have faster clocks and tighter competition for two-drop slots, so Incendiary Oracle rarely makes the cut there.
