In Commander, Incendiary Flow is a fringe inclusion — three damage rarely kills a meaningful threat at 40-life tables, and sorcery speed removal competes with a lot of better options. It earns a slot only in decks that specifically want cheap red spells for storm count, spell-slinger triggers, or Chandra, Fire of Kaladesh's flip condition. In Modern and Pioneer, the card is legal but effectively absent; Lightning Bolt and Unholy Heat set a bar Incendiary Flow doesn't clear. Legacy and Vintage are non-starters for the same reason.
