Commander is where Incendiary Command earns its slot: four opponents mean four targets for the damage mode and four hands emptied by the discard-and-redraw, which scales in a way it simply can't in one-on-one formats. In Legacy and Vintage it's legal but never played — five mana at sorcery speed can't compete with the cantrip density and countermagic those formats demand. Modern is the same story; the card is technically legal but the rate is too slow to see any serious play. Incendiary Command is a Commander card through and through, and it doesn't pretend to be anything else.
