Improvised Arsenal is legal across every major constructed format, but Commander is where it actually lives. The combination of a wide multiplayer board, long games, and commanders that reward sacrifice or discard makes the slow setup acceptable — by turn five or six, the Treasure triggers alone can fund a second spell each turn. In competitive 60-card formats, three mana for a do-nothing enchantment loses to faster threats before the engine ever fires; Pioneer and Modern have better payoff engines at lower cost. Legacy and Vintage have even less patience for it. Oathbreaker shares enough of Commander's DNA that the card is playable there, but only in dedicated aristocrats or discard shells.
