In 60-card formats like Modern and Pioneer, the ceiling is lower: four damage doesn't reliably kill the threats that matter, and splitting it thin makes it worse, not better. Pauper is where Impossible Inferno gets real competition — commons like Fiery Cantrip and Electrickery do similar work more efficiently in that format's creature density. Legacy and Vintage have the card pool to ignore it entirely. Commander is the correct home.
