Imperial Outrider is a tribal piece through and through, and Commander is its best home — Knight tribal decks under commanders like Syr Gwyn, Hero of Ashvale have enough density to make the anthem relevant, and multiplayer games give the toughness buff time to matter on defense. In Pauper it's legal but irrelevant; Knight tribal lacks the critical mass at common to support a build around this card. Modern and Pioneer have access to far more powerful three-drops, Knight-themed or otherwise, so Imperial Outrider doesn't make the cut there either. Legacy and Vintage don't run it.
