Imperial Lancer is a 1/1 for one white mana that only becomes a 3/3 with first strike when you control another Dinosaur — without tribal support, it's a vanilla 1/1 that does nothing. In a dedicated Dinosaur shell it punches above its cost, but the payoff is entirely conditional on board state.

Imperial Lancer sees essentially no play outside Commander, and even there it's a strict Dinosaur tribal inclusion. In Legacy, Modern, and Pioneer it's outclassed by one-drops that don't need a tribal condition to be functional — no competitive lists want a conditional 3/3 for one when unconditional threats exist at the same cost. In Commander, it earns its slot only in Dinosaur tribal builds led by commanders like Gishath, Sun's Avatar or Pantlaza, Sun-Favored, where the condition is almost always live and the cheap mana cost matters for curving out. Outside of that narrow context, cut it.
