Commander is the natural home for Immaculate Magistrate — the format's long games give you time to build a board, and elf tribal is one of the most popular tribal archetypes in the format, so the Magistrate has a ready-made ecosystem to land in. In Legacy and Vintage it is technically legal but irrelevant; those formats move too fast for a four-mana 1/1 that requires setup, and dedicated elf strategies there have access to faster payoffs. Modern elf decks exist and are competitive, but Immaculate Magistrate's tap-for-one-counter rate is too slow compared to what Collected Company and lead-on-turn-two goldfish hands demand. Oathbreaker is the one non-Commander 60-card-adjacent format where it could appear in a mono-green elf shell, though the card still asks more of you than it gives in faster metas.
