Illusory Angel does its best work in Commander shells built around spell-chaining — think storm-adjacent or cantrip-heavy blue decks where casting multiple spells in a turn is the default, not the exception. In 1v1 formats like Modern and Legacy, the constraint is harder to ignore: a three-mana 4/4 flier that sometimes just doesn't show up when you need it loses to more consistent threats. Pioneer offers a middleground, but blue aggro there has better options. In Vintage and Legacy the card is legal but outclassed. Commander is genuinely its best home, where the longer game gives you more opportunities to satisfy the condition on your own terms.
