In Commander, Illusionary Informant rewards passive positioning — opponents draw constantly, so the surveil triggers pile up without any extra investment, making it a low-friction engine in decks that want to control what they draw. Pauper is where it has the most competitive relevance, slotting into tempo and control shells that can leverage repeated surveil to find answers or fuel the graveyard. Legacy and Vintage have the card pool to run it but almost never do — the effect is too slow and the body too irrelevant to compete for slots. Illusionary Informant is fundamentally a Commander card: the multiplayer draw density is what makes the effect worth a slot.
